Traditional \u201chospital-centered\u201d treatment models are giving way to more accessible, cost-effective, and community-based \u201coutpatient diagnosis and treatment\u201d models. The most strategic structures at the heart of this transformation are\u00a0<strong>Medical Centers<\/strong>\u2018As Sana Medical Center, we have prepared this comprehensive blog content with the aim of increasing the health literacy of the community and ensuring that our patients understand the quality, legal basis, and operational depth of the services they receive.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What is a Medical Center?<\/h2>\n\n\n\n<p>According to the legislation of the Ministry of Health of the Republic of Turkey, a \u201cMedical Center\u201d is a private healthcare institution that provides outpatient diagnosis and treatment services, employs physicians in at least two different specialties, is supported by diagnostic units such as radiology and laboratories, may be authorized to perform certain surgical procedures, and is required to provide 24-hour emergency services. The operation of medical centers is fundamentally based on&nbsp;<strong>\u201cRegulation on Private Healthcare Facilities Providing Outpatient Diagnosis and Treatment\u201d<\/strong>&nbsp;has been arranged with.<sup><\/sup>&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>This regulation establishes not only the medical standards but also the administrative and physical standards for medical centers. For an institution to be able to display a \u201cMedical Center\u201d sign, it must meet hundreds of criteria, ranging from the square footage of patient waiting rooms to the technical specifications of ventilation systems, the slope of ramps for the disabled, and the medical waste management plan, and it must be licensed by the Health Directorate.<sup><\/sup>&nbsp;Therefore, the concept of a medical center refers not to a simple collection of doctors' offices, but to an integrated and regulated healthcare facility.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Positioning Between Outpatient Clinic and Hospital<\/h2>\n\n\n\n<p>Medical centers are a strategic balancing point in the hierarchy of the healthcare system. To understand this balance, the differences between them and other healthcare institutions must be clarified.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Medical Center vs. Outpatient Clinic<\/h3>\n\n\n\n<p>There are significant differences in authority between these two concepts, which are often confused among the general public. Outpatient clinics are generally smaller units with very limited surgical intervention authority and a minimal number of observation beds. During this process, the medical center is the first stop that keeps the patient alive by stabilizing them.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Surgical Competencies and SUT Classification in Medical Centers<\/h2>\n\n\n\n<p>Whether a healthcare facility can perform \u201csurgery\u201d is one of the most frequently asked questions among the public. They come to the medical center. A general practitioner or specialist (usually an ophthalmologist or internist\/general practitioner) evaluates the person.<\/li>\n\n\n\n<li><strong>Criteria:<\/strong>\u00a0Visual acuity (using the Snellen chart), color blindness, hearing level, and extremity (arm-leg) functions are checked.<\/li>\n\n\n\n<li><strong>Result:<\/strong>\u00a0If there are no obstacles, the report is immediately uploaded to the e-Government system and the citizen can schedule an appointment with the Population Directorate. If the case requires specialist expertise (e.g., severe myopia or suspected epilepsy), the citizen is referred to the relevant specialist.\u00a0\u00a0\u00a0<\/li>\n\n\n\n<li><strong>Fee:<\/strong>\u00a0This procedure is subject to a fee at medical centers, and prices vary according to annually determined tariffs. The report is automatically sent to the employer and the SGK through the system.\u00a0\u00a0\u00a0<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Other Status Reports<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Job Entry Report:<\/strong>\u00a0\u201cReports containing the basic health examination, chest X-ray, hearing test (audiometry), and blood tests required for workplaces classified as \u201dLow Risk.\".<\/li>\n\n\n\n<li><strong>Sports License Report:<\/strong>\u00a0Reports stating \u201cThere is no contraindication to participating in sports\u201d for sports clubs or individual sports.<\/li>\n\n\n\n<li><strong>Mental Capacity Report:<\/strong>\u00a0Reports generally requested from elderly citizens for notary procedures (property transfers, etc.). As these reports usually require approval from a psychiatrist or neurologist, they can be issued at medical centers with the relevant department.\u00a0\u00a0\u00a0<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Authority to Issue Reports<\/h3>\n\n\n\n<p>A Full Medical Board Report (Panel Report) typically requires the signatures of seven different specialists. Medical centers can issue this report if they have all the relevant specialties (Internal Medicine, General Surgery, Ophthalmology, ENT, Neurology, Psychiatry, Orthopedics, etc.) on staff, either full-time or part-time, and have obtained \u201cMedical Board\u201d authorization from the Provincial Health Directorate. However, in practice, critical reports such as disability reports and firearm license reports are mostly directed to state and educational research hospitals. It is deducted from pensioners' salaries, while employees pay it when purchasing medication from pharmacies. This money does not go to the medical center's coffers; it goes to the state.\u00a0\u00a0\u00a0<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Private Health Insurance and Supplementary Health Insurance (SHI)<\/h3>\n\n\n\n<p>The biggest health trend in recent years is Supplementary Health Insurance (SHI). Valid at SGK-contracted medical centers, SHI covers the \u201cAdditional Fee\u201d that the patient must pay.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Advantage:<\/strong>\u00a0A patient with TSS pays only the 15 TL co-payment required by the state when they come to Sana Medical Center; they do not pay any additional fees for examinations, tests, and procedures covered by insurance.
